Identity and observation

Establish who is operating the workspace and what read-only facts can be observed. Neither step creates delegated machine power.

Authority and decision

Delegation must be explicit and ActionGate must evaluate the exact semantic request. Integration configuration cannot shortcut that ceremony.

Permit, credential, execution

Only after eligibility exists may a bounded permit precede JIT capability and a certified connector. SIO25 stops before all three.
